Minutes of September 10, 2007, Meeting
7:00 PM: Call to Order. Pledge of Allegiance
Roll Call Members present: Richard Bonewits, Claudia Brisendine, Les Dawson, Kevin Daoust, Dave Fields, Eric Harris, Steve Hiester, John Huson, Warren Iverson, Gordon Moorman, Rob Morris, Peter Rimbos, and Patrick Seiver.
Members absent: Susan Dawson and Beverly Tonda.
Guest present: Reed Holtgeerts.
Review and Approve Agenda: Approved with revisions.
7:10 PM: Culvert Replacement - Warren Iverson. The job should be done by end of September or Oct. 1.
7:15 PM: Review of Future Items - Dick Bonewits. Paul Reitenbach will be here in October to discuss Docket Item Changes in 2008. This is the last before the crucial 20 year review in 2012.
7:25 PM: Presentation on Adult and Juvenile Detention-Reed Holtgeerts - King County Director of Adult and Juvenile Detention. King County DAJD has two facilities, one in downtown Seattle and the Regional Justice Center in Kent. In his presentation, Mr. Holtgeerts cited some interesting statistics. Sixty percent of people brought to detention are in and out in 72 hours, usually because all the evidence needed to detain them is not all put together or they make bail. Annually, it costs ~$500,000 to house and care for 50 inmates. Approximately 40% of people detained have some type of psychiatric condition and/or are on medication for it. There are acute housing problems for mental-related offenders when they are released. There are many repeat offenders for mostly petty crimes. There are very, very few violent offenders, as most offenses are misdemeanors or pre-trial felons.
The Department of Adult and Juvenile Detention, Juvenile Division, is responsible for the care and custody of youth who are detained in the Youth Services Center. While detained, youth receive medical assessment to determine if there is a need for immediate medical or mental health intervention. Youth are also assessed to determine appropriate placement in detention and to identify special needs that may need to be addressed.
8:35 PM: Land Use and Transportation Committees Report - Gordon Moorman and Peter Rimbos. King County Parks and Recreation has proposed additions to Ravensdale Park. Current study shows proposals to add several soccer and baseball fields. The Area Council’s Land-Use and Transportation Committees have been studying these proposals and have raised questions that the development of a Regional Sports Complex would not meet the rural lifestyle those who have purchased homes in unincorporated King County have sought. There is a public meeting on Wednesday, September 19, at 7:00 PM at the Gracie Hansen Community Center, located at 27132 SE Ravensdale Way at Ravensdale Park to discuss this issue.
Rob Morris gave a presentation the committee has prepared to deliver to King County Representative Phillips and Dunn. Committee members will communicate (meet as necessary) to make minor changes to this presentation.
9:30 PM: Advisory Issues Discussion - Steve Hiester and Gordon Moorman. Steve Hiester and Gordon Moorman presented the latest version of the Advisory Survey for 2007. Unincorporated area voters can fill out their survey on Election Day in November 2007. This survey has become very important in Area Councilmember’s discussion on issues facing the unincorporated community. Voters are encouraged to participate. It was reported that the survey take 10-15 minutes to complete and very few complain about its length.
Motion made, seconded, and passed to publish the Advisory Issue three weeks prior to Election Day. Publication of the Advisory Issue is to be in both the local paper and our web site.
