Public Comments

Jeff Granlund, Tahoma School District Vote Committee member, spoke on the upcoming election in the Tahoma School District.

Susan Harvey, Ravensdale resident, spoke of her concern that the Black Diamond MPD project had left out redressing problems for the Issaquah-Hobart road. She urged support for a petition being circulated requiring this to be addressed. She also requested the GMVUAC support a letter to Black Diamond’s Hearing Examiner requiring the inclusion of the Issaquah-Hobart road in future traffic studies. Later in the meeting the area council voted unanimously to support such a letter.

Public records/disclosure

Kelli Williams—from the county offices spoke with the council about the affects that the Freedom of Information Act had on us as council members. While the county’s Prosecuting Attorney does not think email records from our personal computers would be required in an FOI request, they might be. As a result it was recommended that council members save all area council email correspondence in a file on their computer.

Black Diamond MPD update

Peter — The Area Council continues to follow the Yarrow Bay-proposed major MPDs (6,050 homes and 1.15 million sq ft of commercial/business space) in the City of Black Diamond--the largest MPDs in King County history. The specific concerns previously voiced by the Area Council are major impacts on many roads throughout southeast King County and siting of three Schools, Sewer Storage Facilities, and a large Detention “Lake” in the Rural Area to enable adjacent urban development.


The Black Diamond City Staff currently is negotiating with Yarrow Bay to finalize a set of Development Agreements that provide the plan over the next 15 - 20 years for MPD design, development, and build-out. In late February the Development Agreements will be presented at a Public Information Meeting. The City’s Hearing Examiner will conduct Public Hearings on the adequacy and completeness of the Development Agreements starting on or about March 1. The Area Council will testify at these upcoming Hearings and is encouraging the other Rural Area UACs to do the same. Members of the Public can orally testify at the upcoming Hearings or submit written comments to the Hearing Examiner. Information on the upcoming hearings will be posted later this month on the City of Black Diamond MPD page of their web site.  The Yarrow Bay DRAFT Development Agreements currently are posted, along with many other MPD documents.


It was moved and seconded that Council Chair Steve Hiester be given the authority to represent GMVUAC at the BDDA Hearings. Motion passed. Later it was moved and seconded that GMVUAC send a letter to Bear Creek and 4-Creeks UAC’s to consider testifying at the BDDA Hearings. Motion passed.

KCCP committee update

Peter Rimbos reported that council’s Growth Management and Transportation Committees have begun meetings to discuss and make recommendations about this year’s major update of the KCCP. We had received a list of “Topical Areas” for discussion for this project. The committees have developed a set of questions to give the county input as to some of our concerns. In future months the committees will continue to study the KCCP to give the county input. A public draft of the proposed changes to the KCCP should be available by October 1, 2011.

Annual UAC/Executive meeting

Steve Hiester—On February 2 Council Chair Steve Hiester met with other area council chairs and County Executive Dow Constantine to discuss issues facing the county as perceived by the unincorporated area councils. Perhaps chief among current issues facing the UAC’s is King County Action Council action aimed at consolidating the UAC’s into one unincorporated area commission. The area council has recently created a list of specific “VALUES” that we provide King County. This was shared and discussed at this meeting.
