Review and Approve Agenda: Passed
7:10 PM: Update on Culvert Project—Suspended until a future date, caused by the concrete dispute, and timing of project. A temporary fix will keep the road safe until the project can be completed.
7:15 PM: Public Comment on topics, which are not listed on the Agenda; moved to end of meeting
7:20 PM: Discussion on Rural Economic Strategies Changes to King County Code Related to Rural Areas--Julia Larson, from the King County Office of Business and Economic Development, and Paul Reitenbach, King County Policy Planner from the Department of Development & Environmental Services (DDES) were in attendance to help our discussion of changes to King County Code related to Rural Areas--Rural Economic Strategies. The KC Council is attempting to clarify codes relating to those involved in Home Based Businesses in the Rural Area of King County. In addition, it is important that these codes continue to be compatible with the rural character of our Rural Area. Also, Mr. Reitenbach reviewed proposed changes for agriculture and forestry codes. In general, it was felt that many of the proposed changes were useful but the Area Council had concerns about some of the restrictions/protections.
The Area Council addressed this view by offering several compromises shown in [ ] below. The proposed home-based business changes are:
Allow unlimited indoor area devoted to business activities in buildings other than the primary dwelling [Agreed as is].
Remove any landscaping requirement for outdoor storage facilities [Require 10-ft wide Type II landscaping unless suitable natural landscaping already exists or structural screening is existing or erected].
Increase from 1 to 3 the number of non-resident full-time employees allowed on site [Agreed as is, with clarification requested on number of part-time workers].
Allow no limitations on nuisance (electronic) activities [Eliminate this change].
Increase number and size of vehicles allowed onsite (depending on lot size) [Agreed as is, but base on equivalent licensed Gross Vehicle Weight (GVW)].
The only proposed agricultural code change discussed was: Allow unlimited area for retail (agricultural product sales) and manufacturing (food and kindred products and wineries and breweries) if sales and processing, respectively, are located in a structure at least 5 years old [Eliminate this change].
The Rural Economic Strategies Subcommittee will prepare the packet reflecting Area Council responses and submit to Julia Larson’s office by August 11, 2006.
8:20 PM: King County's Policy Planning Process; moved to September meeting.
8:40 PM: Proposed Docket Items for 2007 Update of King County Comprehensive Plan—assigned to subcommittee for presentation at September’s meeting.
9:00 PM: Status of Rural Vision Statement Development—subcommittee will meet, compile information given to Les Dawson and present to GMVAC.
9:15 PM: Train Show Status and Support Requirements/Steve Hiester—Two upcoming parades and need members to pass out flyers. Auburn Parade this weekend and Black Diamond Parade on Memorial Weekend
9:20 PM: Committee Assignments/Reports—no action
9:25 PM: Announcements: Open membership positions, one in River Heights and one in Ravensdale. Other: Claudia Brisendine will compile reactions from GMVAC members and present to our council.
